Governor Abubaker points to an engineer durng his conclusion speech made during a meeting held at the governor's compound in the Mahmood Raqi district May 29. The engineer was brought up and told by Governor Abubaker, in a symbolic gesture, that he now has the authority to inspect and monitor all constuction projects in the Kapisa province.
