KABUL, Afghanistan - A local man died following an escalation of force incident with International Security Assistance Force soldiers on March 29 near Lashkar Gar, in Helmand province.
ISAF troops were conducting a patrol west of Lashkar Gar when a local man failed to 'stop,' when challenged. The man, who was on a bicycle, was repeatedly told to stop but ignored the signals and continued towards the ISAF troops. Following standard ISAF escalation of force procedures, the soldiers fired warning shots which were also ignored. Suspecting the man to be a suicide bomber, and believing he represented an imminent threat to life, the ISAF troops acted in self defence and engaged the man with lethal shots. Following the incident, it was discovered that the man was not in possession of any explosives.
ISAF deeply regrets incidents where civilian casualties are caused by its actions. ISAF troops take every precaution possible to avoid tragic accidents like this. Procedures are in place, and are being constantly updated, to minimise the risk to local Afghan communities.
