KABUL – In stark contrast to Taliban proclamations that they are committed to protecting the Afghan population, reality continues to show that the prevailing threat to the Afghan people remains indiscriminant insurgent violence.

Thus far in the month of September insurgents are responsible for 25 Afghan civilian deaths and 60 injuries.

“While the Taliban talk of protecting the people and issue disingenuous directives claiming to shield Afghans from harm, instead they have increased their use of indiscriminate violence, killing scores of innocent Afghans” said Rear Admiral Greg Smith, ISAF Director of Communication. “Their rhetoric does not match reality.”

Recent incidents of insurgent violence against Afghan officials and civilians include:

On Aug. 31, an insurgent motorcycle-borne improvised explosive device detonated in Kandahar, killing Kandahar’s Hajj and pilgrimage chief, his body guard and six Afghan civilians in the vicinity.

On Sept. 4, an insurgent a vehicle-borne improvised explosive device detonated in Kunduz killing five Afghan national police officers and five Afghan civilians. Four other Afghan civilians were wounded.

On Sept. 6, an insurgent rocket attack in Yahhya Khel village, Paktika province struck a local Bazaar, killing three Afghan children and wounding five more.

Whenever possible, Afghan and Coalition forces provide medical treatment and secure the scene of such attacks to prevent further injuries and loss of life. Other measures, such as security checkpoints and attacks against insurgent leadership, disrupt insurgent attacks and reduce insurgent freedom of movement and action.

“We condemn the Taliban’s continued attacks, which are taking a terrible toll on Afghan civilians,” Smith said. “It is our first priority to protect Afghan civilians from deliberate insurgent violence, and any accidental harm to civilians by coalition forces. General Petraeus has been clear in his direction that as we work with our Afghan partners to build security, stability and opportunity in Afghanistan, we will continue to make every effort to reduce to a minimum the loss of innocent
civilian life in the course of our operations. He has also made it clear that we will continue to pursue the insurgents who threaten the lives and livelihoods of the Afghan people.”
