    The following updates are broken down by city/county and date. All new information is highlighted in red. Contact information, acronyms used and flood-related North Dakota National Guard news releases are located near the end of this document.

    Background:

    As Ward, Morton and Burleigh counties face quickly rising floodwaters, Gov. Jack Dalrymple has activated the NDNG to respond in those areas. Guardsmen will provide support as requested through the Department of Emergency Services, and are on standby for additional response.

    Nearly 2,000 N.D. National Guard members are on flood duty today in the state. Guardsmen are on flood-related missions in Bismarck/Burleigh, Mandan/Morton and Minot/Ward County, with about 600 Guardsmen serving in Ward County. About 1300 are in Burleigh and Morton Counties. The Guard continues to monitor the state for potential flood operations.

    The NDNG’s flood support in the Bismarck-Mandan area consists of sandbagging operations, traffic control points, resource control points, Civil Military Assistance Teams (CMATs), heavy equipment operation, sandbag filling and dike construction. Plans are being made to begin patrolling the levee systems in the near future. In Minot, the NDNG’s missions include patrolling 21 miles of levees from Minot to Burlington, staffing traffic control points and providing quick reaction force teams for any needed response. Presence patrols are moving through evacuated areas to ensure residents need not worry about theft or vandalism while they’re away from home. The Guard has helicopters and high-wheeled vehicles ready on standby for needed response.

    Earlier this year, the NDNG spent 32 days on flood operations across the state, with 1,486 Guardsmen contributing to the effort at some point during the mission.

    As the first military responders in the state, the NDNG remains prepared with personnel and equipment to assist our communities and state when ordered by the governor. A total of 3,300 Soldiers and Airmen are available to perform flood-response duties.

    The N.D. National Guard (NDNG), as well as the N.D. Department of Emergency Services (NDDES), the Governor’s Office and other state agencies, has prepared for flood response. Governor Dalrymple has called up Soldiers and Airmen to serve on State Active Duty in to support severe summer flood operations in Ward County/Minot, Morton County/Mandan and Burleigh County/Bismarck.

    Following our updates will provide you the latest information for the community on which you may be reporting.

    Elsewhere in the state, we remain vigilant to potential missions supporting civil authorities in our communities. The Guard will continue to respond with appropriate personnel and resources when ordered by the governor.

    Burleigh County/ Bismarck

    June3:
    • Guardsmen are using their technical skills and heavy equipment to work alongside the city and contractors to haul in clay and dirt for levee construction as directed in Bismarck and Mandan.
    • The Guard has eight Civil Military Assistance Teams (CMATs) working with volunteers in the Bismarck and Mandan areas to assist with sandbag construction outside of protected areas. They will be in Captain’s Landing, Marina Bay, Fox Island, Southport and possibly other areas today staging sandbags, finishing sandbag levees, and placing poly sheeting on levees.
    • Plans are being made for Guardsmen on CMATs to transition to pump operations, quick reaction forces (QRF) teams, levee patrols and evacuation teams once levee work is complete.
    • Sandbag production operations halted temporarily overnight June 2-3 because of a severe thunderstorm warning and lack of volunteers, but is up and running again. Volunteers and prisoners have taken the lead in filling sandbags, while the Guard is transitioning more to supervision and filling sandbag machine hoppers with heavy equipment. Reports indicate about 500,000 more sandbags are needed by Sunday. The Guard is managing or supporting three sandbag operation sites in Bismarck and one in Mandan today.
    • Guardsmen are hauling sandbags to a resource control point for distribution of filled and empty sandbags at the Bismarck Civic Center west parking lot. They also are running the RCP to help distribute the bags.
    • The RCPs at Wachter Middle School and the parking lot of the softball diamonds at Washington Street and Sweet Avenue, Bismarck, have been closed.
    • JTF-W Guardsmen are staffing more than 30 traffic control points (TCPs) in the Bismarck-Mandan area.
    • Three National Guard hydraulic excavators, called HYEXs, are digging clay for dike construction; two are at Airport Road in Bismarck and one is at the Entzel borrow pit in Mandan.
    • Task Force Aviation is on 24-hour standby for search and rescue or placing one-ton sandbags. Two UH-60 Black Hawk helicopters, two hoists and one-ton sandbags are ready at the National Guard Aviation Support Facility in Bismarck. OH-58 Kiowa reconnaissance helicopters also are on hand.
    • Task Force Aviation has a staging area and crew work area for waterborne search and rescue teams at the NDNG Army Aviation Readiness Center.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).
    • Among the resources the NDNG has used in the flood fight are Trap Bags, accordion-like heavy-duty bags filled with sand. The manufacturer said that NDNG members set a record in how quickly the bags could be deployed while they were working in the Bismarck-Mandan area yesterday; Guardsmen placed and filled 180 feet worth of Trap Bag flood protection per hour.

    June 2:

    • Guardsmen are using their technical skills and equipment to work alongside the city and contractors to help construct dirt levees as directed in Bismarck and Mandan.
    • The Guard has Civil Military Assistance Teams (CMATs) working with volunteers in the Bismarck & Mandan areas to assist sandbag construction outside protected areas.
    • JTF-W is continuing sandbag production operations to support the cities of Bismarck and Mandan. Volunteers and prisoners have taken the lead in filling sandbags, while the Guard is transitioning more to supervision and filling sandbag machine hoppers with heavy equipment. Production from all sites on June 1 was reported at 250,000 bags, plus 100,000 bags from the overnight “Race to Sunrise” event. ND Gov. Jack Dalrymple and ND First Lady Betsy Dalrymple were among the many who participated in the “Race to Sunrise.”
    • JTF-W is running three resource control points for distribution of filled and empty sandbags, at Wachter Middle School, the Bismarck Civic Center west parking lot, and the parking lot of the softball diamonds at Washington Street and Sweet Ave., Bismarck.
    • NDNG road graders have finished blading haul roads, and the mission has ended.
    • JTF-W Guardsmen are staffing more than 30 traffic control points (TCPs). Numbers and locations are subject to change as dike construction progresses.
    • Three National Guard hydraulic excavators, called HYEXs, are digging clay for dike construction, two at Airport Road in Bismarck and one at the Entzel borrow pit, Mandan.
    • Task Force Aviation is on 24-hour standby for search and rescue or placing one-ton sandbags. Two UH-60 Black Hawk helicopters, two hoists and one-ton sandbags are ready at the National Guard Aviation Support Facility in Bismarck. OH-58 Kiowa reconnaissance helicopters are also on hand.
    • A UH-60 Black Hawk helicopter is flying a recon flight today, along the Missouri River to Minot and back.
    • Task Force Aviation has a staging area and crew work area for waterborne search and rescue teams at the NDNG Army Aviation Readiness Center.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).

    June 1:
    • The NDNG sent about 300 additional Soldiers/Airmen to Minot to support traffic control points, evacuation assistance and other flood-related missions after more than 2 inches of rain fell on the Minot area. Minot prepared dikes to handle 9,000 cfs, but may get 10,000 cfs, according to NWS reports.
    • Guardsmen are using their technical skills and equipment to work alongside the city and contractors to help construct dirt levees as directed in Bismarck and Mandan.
    • JTF-W has CMAT teams working in the Bismarck/Mandan areas to assist sandbag construction outside protected areas.
    • JTF-W is continuing sandbag production operations to support the cities of Bismarck and Mandan, but is transitioning more to supervision and filling sandbag machine hoppers with heavy equipment, while volunteers and prisoners take the lead in filling sandbags.
    • The City of Bismarck is receiving filled sandbags trucked by commercial haulers from Fargo. JTF-W is hauling them to Resource Control Points for distribution.
    • JTF-W Guardsmen are staffing more than 20 traffic control points. Numbers and locations are subject to change as dike construction progresses.
    • JTF-W sandbagged around Mandan’s waste water treatment plant May 30-31.
    • Three National Guard hydraulic excavators, called HYEXs, are digging clay for dike construction, two at Airport Road in Bismarck and one at the Entzel borrow pit, Mandan.
    • Two North Dakota National Guard road graders and operators are assisting the N.D. Department of Transportation with blading clay haul roads around the Bismarck area.
    • Task Force Aviation is on 24-hour standby. 1-ton sandbags and a hoist are ready if needed at the National Guard Aviation Support Facility in Bismarck.
    • Task Force Aviation flew two UH-60 Blackhawk helicopter flights, one recon flight between Bismarck and Minot along the Missouri, and one Bismarck/Mandan area recon/familiarization flight for waterborne search and rescue teams from local law enforcement agencies. Task Force Aviation has a staging area and crew work area for waterborne search and rescue teams at the NDNG Army Aviation Readiness Center, for both airboats and flat bottom watercraft.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).

    May 31:
    • While volunteers have taken the lead in sandbagging operations at the Northern Plains Commerce Center and Sandbag Central (Missouri Valley Fairgrounds) in Bismarck, Guardsmen continue to support sandbagging there. The NDNG provides equipment and operators to fill sandbag machines. Soldiers and Airmen are manning sandbagging sites in Mandan.
    • Currently, the operational focus for Joint Task Force – West (JTF-W) is for Guardsmen to use their technical skills and equipment to work alongside the city and contractors to help construct dirt levees as directed in Bismarck and Mandan. The Guard does have Civil Military Assistance Teams to assist with sandbag dike construction, one in Mandan and two in Bismarck. The NDNG has three Resource Control Point teams using 5-ton dump trucks to transport sandbags to CMAT locations.
    • JTF-W provided two road graders and operators to NDDOT to blade clay haul roads around the Bismarck area.
    • JTF-W sent six 3” water pumps and 30 hoses to Minot.
    • Joint Task Force – West is running more than 20 Traffic Control Points in Bismarck-Mandan. (Numbers and locations of TCPs are subject to change as dike construction moves along.)
    • During the night, Guardsmen palletized 12,000 sandbags at the Bismarck Public Schools facility on 9th Street.
    • JTF-W received four generator light sets and 50 one-ton sandbags from the Air Component Command.
    • A Hydraulic Excavator, or HYEX, is operating at Airport Road to dig clay for dike construction.
    • JTF-W is running three Resource Control Points: at Wachter Middle School, the Bismarck Civic Center parking lot C, and the parking lot of the softball diamonds at Washington Street and Sweet Ave.
    • JTF-W sent a heavy Quick Reaction Force to Minot. A ‘heavy’ QRF has heavy equipment, such as a HYEX, bulldozer, Bobcat, and vehicles to move them where needed; a dump truck, a humvee, and about 28 Soldiers/Airmen.
    • JTF-W sent 30 empty 1-ton sandbags with cables to Minot.
    • Task Force Aviation has a staging area and crew work area for waterborne search and rescue teams at the NDNG Army Aviation Readiness Center, for both airboats and flat bottom watercraft.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).
    • 1-ton sandbags and a hoist are ready if needed at the National Guard Aviation Support Facility in Bismarck.

    May 29:
    • Two spider sandbag machines are at work at the Northern Plains Commerce Center, Bismarck, one at the Raging River site in Mandan, and one at the Bobcat site, 521 S. 22nd St., Bismarck.
    • Three chute sandbag machines are at work at Sandbag Central (Missouri Valley Fairgrounds) in Bismarck, and two at Collins/Old Red Trail in Mandan.
    • 233 Guard members worked on the night shift from Saturday night to Sunday morning. They produced about 11,000 bags/hour.
    • There are 17 Traffic Control Points operated by the NDNG in Bismarck and Burleigh County.
    • 16 Civil Military Assistance teams, with 7-10 Guard members per team, are assisting residents of Burleigh and Morton Counties outside protected areas with sandbag construction.
    • Task Force Aviation is setting up a staging area and crew work area for waterborne search and rescue teams at the NDNG Army Aviation Readiness Center, for both airboats and flat bottom watercraft.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).
    • 1-ton sandbags and a hoist are ready if needed at the National Guard Aviation Support Facility in Bismarck.

    May 28:
    • 815th Engineer Company will bring construction equipment from Camp Grafton Training Center to Bismarck: loaders, bobcats, prime movers, low boys, dump trucks, etc. They will also bring all available 1-ton sandbags, sling load cables, and troop moving assets, such as vans.
    • RRP6 was renamed Joint Task Force-West (JTF-W).
    • Two spider sandbag machines are at work at the Northern Plains Commerce Center, Bismarck, one at the Raging River site in Mandan, and one at the Bobcat site, 521 S. 22nd St., Bismarck.
    • Three chute sandbag machines are at work at Sandbag Central (Missouri Valley Fairgrounds) in Bismarck, and two at Collins/Old Red Trail in Mandan.
    • There are nine Traffic Control Points operated by the NDNG in Bismarck and Burleigh County.
    • 15 ten-person CMA (Civil Military Assistance) teams will assist local residents with sandbag construction.
    • The NDNG provided a van & driver to transport city officials and FEMA adjustors to survey the flood affected area.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).
    • 1-ton sandbags and a hoist are ready if needed at the National Guard Aviation Support Facility in Bismarck.

    May 27:
    • Two spider sandbag machines are at work at the Northern Plains Commerce Center, Bismarck, and one at the Raging River site in Mandan. The two at NPCC are running 24/7, and are each producing about 3,000 filled sandbags per hour.
    • Three chute sandbag machines are at work at Sandbag Central at the Missouri Valley Fairgrounds in Bismarck, and two at Collins/Old Red Trail in Mandan.
    • There are nine Traffic Control Points (TCPs) in city of Bismarck; one in Burleigh County.
    • Delivered HESCOs to the DES warehouse and the Bismarck Public Works building.
    • One high-wheeled tractor-trailer rig is on standby to transport emergency vehicles in high-level water areas (water depth over 12 inches).
    • Staged 1-ton sandbags and hoist at the National Guard Aviation Support Facility in Bismarck.
    • Continued fielding CMA (Civil Military Assistance) teams to assist local residents on sandbag construction. Two ten-person teams are in Burleigh County, and one ten-person team in Morton County, focused on locations outside the protected area.

    May 26:
    • Provide one NDNG personnel to the ND DES to provide mechanical support for ND DES flood equipment to include pumps and generators.
    • Transport two Cass County spider sandbag machines from Fargo to Mandan.
    • Transport one DOT dozer from Valley City to the Missouri River Corrections Center (MRCC) in Bismarck.
    • Continue sandbag operations and TCPs. About 50,000 sandbags have been filled so far at the Fairgrounds (sandbag central) and 45,000 filled at the Northern Plains Commerce Center (NPCC). There are six TCPs in Bismarck and one in Burleigh County.
    • Continue supplying ten technical assistance teams to city of Bismarck for sandbag construction.
    • Transport two trailers of filled sandbags from Bismarck Sandbag Central to Mandan, one to the sandbag fill station at Collins/Old Red Trail in Mandan and the other to 2601 46th Ave. SE across from Raging Rivers in Mandan.
    • Three Combat Bridge Transports (big trucks) loaded with HESCOs and 1-ton sandbags remain on standby in Bismarck for quick response if needed.
    • One 916 tractor/trailer remains on standby to transport a fire truck or ambulance for the city of Bismarck if water depth exceeds 12 inches.

    May 25:
    • Regional Response Platform # 6 (RRP6) to provide neighborhood technical assistance to private citizens sandbagging (30 Guardsmen). The area of focus for technical assistance is West of S 12th St and South of Bismarck Expressway
    • 24/7 sandbag management to include the filling of sandbags
    • Clay excavation at the City of Bismarck landfill (10 Guardsmen with equipment)
    • Provide equipment operators (front-end loaders) to Bismarck’s “Sandbag Central” at the Bismarck Fairgrounds to fill sandbag machines
    • Provide four Guardsmen for 24-hour Traffic Control Points (TCP’s) in the vicinity of Travis Road and Burleigh Ave.
    • Transport 3-foot and 4-foot HESCO barriers from Fargo to Bismarck. 1,500 4-foot Hescos and 1,200 3-foot HESCOs are available in Bismarck.
    • NDNG sent a sandbag machine from Camp Grafton Training Center to the Bismarck Fairground.
    • Provides six TCPs manned by 24 Guardsmen to the City of Bismarck.
    • Provide 20-40 personnel for construction of approximately 150 linear feet of sandbag dike to the City of Bismarck.
    • A sandbag machine was moved to Bismarck from Fargo (Hector Field) to support the City of Bismarck sandbag operations at “Sandbag Central” (The Missouri Valley Fairgrounds, 3805 E. Bismarck Expressway).
    • Three Combat Bridge Transports loaded with 2,000 linear feet of HESCO and 7 pallets of 1-ton sandbags are in Bismarck.
    • NDNG positioned (1) 916 tractor/trailer for the City of Bismarck to transport a fire truck and/or ambulance for the City of Bismarck. The 916 tractor/trailer will be used if the water level exceeds 12 inches on any street.

    Morton County/ Mandan
    • RRP6 was activated to support flooding in Burleigh County and Morton County on May 24.

    Ward County/ Minot
    June 3:
    • The NDNG is switching from levee construction to maintenance since the Souris River crested early June 2 and has begun to drop.
    • There are seven teams patrolling more than 20 miles of levees 24 hours a day in Ward County.
    • The NDNG is providing security patrols in the city of Minot. The Guard presence through evacuated areas of town helps deter potential vandalism and theft while residents are away.
    • There are two heavy quick reaction force (QRF) teams and one light QRF in Minot. The teams are ready to respond quickly to any flood event. The heavy and light designation indicate the level of equipment assets available with each staged group of Guardsmen.
    • Guardsmen are staffing 13 traffic control points (TCPs) in Minot and two in Burlington.
    • The NDNG has 26 high-wheeled trucks in Minot in case of a need for evacuation through water.
    • The NDNG has one-ton sandbags in Minot in case of need. They can be placed with forklifts or aerially placed from a UH-60 Black Hawk helicopter.

    June 2:
    • About 600 North Dakota Guardsmen are working on flood operations in Minot.
    • There are now four light QRFs in Minot, at the Minot public works building.
    • The heavy QRF moved from the Minot public works building to the Armed Forces Reserve Center for faster response.
    • Four light QRFs also are in Minot to quickly respond to missions, as needed.
    • Guardsmen are working on levee maintenance.
    • The NDNG is conducting traffic control points with the Minot Police Department.
    • North Dakota Guardsmen are conducting security patrols in Burlington.
    • Dike patrols continue in Ward County. Patrols are seeing some seepage and reporting areas of concern.

    June 1:
    • Regional Response Platform 1 (RRP1) in Minot received about 300 additional Soldiers/Airmen from JTF-W for traffic control, evacuation assistance, site security and other flood missions. About 200 more are expected yet today, which will bring the total to about 600 North Dakota Guardsmen.
    • The majority of soldiers that have arrived in Minot are from the 816th Engineer Company, 3662nd Maintenance Company, 231st Brigade Support Battalion and 219th Security Forces Squadron.
    • RRP1 is staging evacuation teams in strategic locations throughout Minot for assistance, as needed.
    • RRP1 is conducting traffic control points with the Minot Police Department and in Burlington.
    • RRP1 is conducting door-to-door visits in mandatory evacuation areas.
    • RRP1 is conducting security patrols in Burlington.
    • About 50 Guardsmen in Minot are working on levee maintenance and quick reaction force teams that are staged with engineer equipment.
    • Twenty Guardsmen (10 per shift) are working with the City of Burlington public works for levee construction with tracked Bobcat and trucks to haul materials.
    • One heavy quick reaction force team and two light QRFs are on standby, with additional light QRFs expected to be added. The heavy QRF and one light QRF are staged at the Minot public works building, while the other light QRF is at the Minot auditorium.
    • An additional 100 one-ton sandbags with cables were added to the resources available for flood fighting in Ward County.
    • Dike patrols continue in Ward County.

    May 31:
    • This morning, nearly 100 Guardsmen were working in Minot. By this afternoon, that number had increased to 300, with more expected by Wednesday. They have 26 high-wheeled LMTV/FMTVs (big trucks), to use in evacuations.
    • The NDNG moved 30 1-ton sandbags with cables to Minot to support Minot Quick Reaction Forces.
    • JTF-W sent a heavy Quick Reaction Force to Minot. A ‘heavy’ QRF has heavy equipment, such as a HYEX, bulldozer, Bobcat, and vehicles to move them where needed, a dump truck, a humvee, and about 28 Soldiers/Airmen.
    • The NDNG sent the 219th Security Forces Squadron to support Minot flood operations.
    • Minot received six pumps and thirty hoses from JTF-W.
    • HHC/FSC 164th is running two Quick Reaction Forces (QRFs), at the Minot Auditorium and the Minot City Public Works shop, on May 31.
    • Soldiers from Joint Task Force-West are delivering six water pumps to the Minot Armed Forces Reserve Center for operations in Ward County.
    • Seven NDNG teams (31 Guardsman) from RRP1 are patrolling 21 miles of levee in and between Minot (4 teams) and Burlington (3 teams) as of May 31, and 1800 feet of levee in Sawyer. They also reinforced about 3,000 feet of levee with plastic to prevent erosion and targeted sandbag emplacement. The Guard began levee patrols on May 23.
