KABUL, Afghanistan – Afghan leaders marked another historic moment for their country’s security by signing an Afghan-authored national operations plan titled, “Operation 1391 Naweed ‘Good News.'”
Operation 1391 Naweed’s goals include securing the population and borders, creating an environment for the expansion of good governance, enabling Afghan-wide commerce and cultural expression, and providing the opportunity for peace and stability.
Three Afghan security organizations; the Ministry of Defense, Ministry of Interior, and the National Directorate of Security collaborated over three months and 33 meetings to provide this Dari-written comprehensive operations plan. A visible sign of Afghan security ownership, the national plan was first written in Dari and then translated to English, enabling coalition review and coordination.
The writing of Operation Plan 1391 Naweed involved a detailed planning process and analysis by Afghan security leaders. A combined enemy assessment, available Afghan forces, and operational plan objectives were published with the plan.
The Afghan plan calls for a partnership between the Afghan National Army, Afghan National Police, and the National Directorate of Security as well as cooperation between the Afghan National Security Forces and the International Security Assistance Force.
