A U.S. Army Major General (identified by two-star rank insignia, name tape reading 'ERRELL') is tapping a wooden beer keg with a mallet at what appears to be an Oktoberfest celebration. The soldier wears Special Forces and Ranger tabs on his ACU uniform and is laughing as liquid sprays from the brass tap. A crowd of military personnel and civilians watches in the background under a tent decorated with Bavarian blue-and-white diamond bunting and German-colored balloons.
