Carl Uchytil, Seventeenth Coast Guard District chief of planning and force readiness and Larry Trigatti, superintendent of environmental response for the Canadian Coast Guard in central and Arctic region, welcome participants to the Canada U.S. North pollution response exercise at the Capt.
