The humanitarian and civic assistance (HCA) program is a multipurpose training and engagement tool that supports objectives at the strategic, theater, operational, and tactical levels. The U.S. European Command commenced work on a hospital in Ashtarak and a home for the elderly in Yerevan. U.S. Service Members from the Kansas Air National Guard and Kansas Army National Guard come together to renovate the buildings.
