The humanitarian and civic assistance (HCA) program is a multipurpose training and engagement tool that supports objectives at the strategic, theater, operational, and tactical levels. The U.S. European Command, in partnership with Bulgaria, commenced work on an HCA project at several kindergartens throughout Bulgaria. U.S. Soldiers assigned to 412th Theater Engineer Command will renovate the buildings.
