The humanitarian and civic assistance (HCA) program is a multipurpose training and engagement tool that supports objectives at the strategic, theater, operational, and tactical levels. The U.S. European Command, in partnership with the U.S. Embassy in Zagreb, commenced work on an HCA project to repair and rebuild a damaged community center in Račinovci, Croatia. U.S. Soldiers with the 851st Vertical Engineer Company, Minnesota National Guard, together with military engineers from the Croatian army, will renovate the building.
