    Joint Task Force – Quartz reports to U.S. Africa Command and is
    responsible for Operation OCTAVE QUARTZ. The mission of Operation OCTAVE
    QUARTZ is to reposition U.S. personnel from Somalia to other locations in
    East Africa. Joint Task Force – Quartz priorities are to 1) safely
    reposition U.S. forces, 2) protect U.S. forces through coordinated and
    increased force protection measures, and 3) continue the mission to support
