Water Treatment Operator Carl Moulden has been working for the Washington Aqueduct for 14 years. A native of Baltimore City, he holds an Association of Boards of Certification (ABC) Water Treatment Operator Class III certification as well as a Maryland Water Treatment Class IV certification. From 10 p.m. to 7 a.m. each night into the morning, third shift operators at the Washington Aqueduct’s Dalecarlia and McMillan water treatment plants ensure clean and quality drinking water can continue to be delivered to approximately one million citizens living, working, or visiting in the District of Columbia and other areas in northern Virginia to include Arlington County and portions of Fairfax County.
