Using an online photo editing and design service, the NSWC PHD Billboard design focuses on PHD's command history, with photos taken from 1963-present from left to right in a timeline. Created in 2022, the billboard was designed for personnel to view as they enter and exit the NSWC PHD campus on a 32x14' billboard.
