Lt. Cmdr. Anthony Owens, a judge advocate assigned to the 13th Coast Guard District legal office, is awarded the Coast Guard Commendation Medal by Rear Adm. Richard Gromlich, commander of the 13th Coast Guard District, during his retirement ceremony at Coast Guard Base Seattle, Nov. 7, 2013.
