New London, CT (May 17)--Jacqueline Patricia James is congratulated by an underclassman after receiving her diploma at the119th Commencement ceremony at the Coast Guard Academy in New London, Conn. James is one of five international students to graduated this year from the Academy. She is from St. Vincent and the Grenadines.
