Alexandria, Va. (June 9)--Vadm James C. Card is given a rousing applause by the audience and Deputy Secretary of Transportation Mortimer L. Downey as he is introduced to the podium to give his retirement remarks. Vice Admiral James C. Card retires as Vice Commandant of the Coast Guard and after 36 years of service. Vice Admiral Thomas H.
