Maj. Gen. David A. Morris, commanding general for the U.S. Army Civil Affairs and Psychological Operations Command (Airborne), congratulates Capt. Laura Peters, Aug. 5, 2008, at Meadows Parade Field. Peters was honored with the State Department's prestigious Superior Honor Award for her in Samara and Tikrit while conducting exemplary civil affairs actions and interagency operations working concurrently with the Department of State. Only a few of military personnel have been awarded the SHA. She is an Army Reserve Civil Affairs Soldier assigned to USACAPOC(A).
