NEW YORK, New York (Dec. 22, 2003)--U.S. Coast Guard Petty Officer 3rd Class Charles Carver, from Houston, TX, patrols New York harbor on Dec. 22, 2003 after the Department of Homeland Security raised the nation's threat level to orange.
