PORTLAND, Maine?Crewmembers aboard the Coast Guard Cutter Marcus Hannah inflate an oil containment boom for the Vessel of Opportunity Skimming System (VOSS) during an oil spill training exercise in Casco Bay, Maine, October 4. The VOSS can be affixed to virtually any vessel in an area affected by an oil spill and is designed to skim oil off the surface of the water and transfer it to an inflatable barge capable of holding about 10,000 gallons. Ten years and one week prior to the exercise, an oil tanker struck the Casco Bay Bridge and dumped 180,000 gallons of oil into Portland Harbor.
