Ft. Myer, Va. (Jan. 31) -- The Rev. Joan Phelps stands in silence while Coast Guard Commandant Adm. James M. Loy and Chaplain of the Coast Guard, Navy Capt. Leroy Gilbert salute while the Honor Guard prepares the flag for presentation to Elizabeth Hayes, widow of the former Coast Guard Commandant Adm. John B. Hayes. Under Hayes' command the Coast Guard was led through several significant events including the Prinsendam rescue off the Alaskan coast, the Florida Air Flight 90 crash in Washington D.C., and the Mariel Boatlift, which at the time was the single largest search and rescue operation in Coast Guard history. Hayes received numerous awards during his career, including the Coast Guard Distingushed Service Medal with one gold star, the Legion of Merit with one gold star, the Meritorious Service Medal and the Coast Guard Commendation Medal.
