Lt. Cmdr. Rhonda Fleming-Makell made history in 2004 as the first African-American female commissioned officer to earn a 20-year retirement. The much decorated Fleming-Makell was a law enforcement specialist at the time of her retirement. Her responsibilities included development of Coast Guard-wide law enforcement policy and program management for several Department of Homeland Security initiatives. One such initiative she implemented was the creation of the first official Coast Guard canine program since World War II.
