    Washington (April 3, 2008) - Katrina Brisbon, Fast Response Contracting Officer and Desiree Sylver-Foust, Division Chief for Surface and Aviation Contracts are both acquisition professionals working for the Coast Guard Acquisition Directorate. As contracting officers or KOs, they are legally responsible for entering into business arrangements on behalf of the Government. When the Coast Guard appoints someone to be a contracting officer, that appointment represents the Coast Guard's confidence that individual possesses the proper balance of experience, knowledge, skills and judgment to meet the many demands of the position. Contracting officers are authorized to legally bind the Government, enter into contractual commitments, modify or change a contract, authorize certain activities, and obligate or de-obligate funds under a contract.
