CDR. Michael P. Lebsack, Commanding Officer of Marine Safety Unit Duluth, presents a certificate April 30, 2009 to Tom Mackay - retired Vista Fleet Ship Captain and local Duluth legend for his work to preserve the memories of BM1 Edgar Culbertson who lost his life on April 30, 1967 during a storm and attempt to rescue three teenage brothers who also died. Tom Mackay and a group that call themselves the ROMEOS - Retired Old Men Eating Out, all great lakes sailors, have kept a bronze plaque memorializing Culbertson clean for the last 42 years and gather there regularly to remember their friend and fellow sailor.
