PORTSMOUTH, Va. - The tugboat Lucinda Smith tows the 220-foot freight deck barge Dick Z 1.5 miles northeast of Lynnhaven Inlet, Tuesday, Oct. 5, 2010. Coast Guard Sector Hampton Roads watchstanders received the report Monday at approximately 5 p.m., from the captain of the tugboat Lucinda Smith, stating that the barge had begun taking on water.
