Idaho Gov. C.L. "Butch" Otter hosted the promotion of Michael Nolan to the rank of brigadier general inside the governor's office at the state capitol in Boise, Idaho, on Feb. 26. Otter presided over the ceremony and administered the oath of office to Nolan with the presence of his family and friends.
