U.S. Navy Electrician's Mate 3rd Class Garret Owens acts as a simulated casualty during a vehicle borne improvised explosive device response exercise as a part of Solid Curtain-Citadel Shield at Naval Station Norfolk, Va., Feb. 27, 2014.
