British Lt. Gen. John Cooper, the Deputy Commanding General for Multi-National Force-Iraq arrives for the grand opening of a new power plant in As Samawah, Iraq. This 60 megawatt power plant was sponsored by the Japanese Provincial Reconstruction Team of Muthanna province and will provide much needed electricity to southern Iraq.
