    U.S. Army Gen. Charles H. Jacoby Jr., commander of the North American Aerospace Defense Command and U.S. Northern Command, praises the leadership of U.S. Army Maj. Gen. Jeff W. Mathis III, outgoing commander, Joint Task Force Civil Support, during the JTF-CS change of command ceremony here July 15, 2014. “As commander of JTF-CS, Maj. Gen.
