Patricia Burke, associate director of patient care nursing services for the VA Hudson Valley Health Care System (foreground), reads off a list of available resources to John Kenny, executive assistant to the medical center director (background, writing), during the Veteran Integrated Service Network 3 Emergency Management Exercise July 30 at the VA Hudson Valley’s Montrose, N.Y., campus. Burke and Kenny were among 30 people involved in the annual exercise, which also involved fire, police, and other specialties. Simulating actions, the scenario involved moving patients from VA Hudson Valley to other medical facilities in the event of equipment failures and other catastrophes, according to Rob Porter, emergency management coordinator for VA Hudson Valley. Exercise team members worked with community partners such as the Northern Metropolitan Hospital Association and the New York State Veterans Home in Montrose. The exercise had four goals, with an overarching goal to improve the regional network’s “resilience to the impacts of hazards on its mission critical systems, critical commodities and staffing.” The exercise also tested VA medical centers’ competence with established Joint Commission, National Fire Protection Association 1600, and other standards. “Communications is key,” said Porter, “and each year we do this, we get better and better.” VISN 3 is headquartered in Bronx, N.Y., and offers services at eight major medical centers, three domiciliaries, more than 10 veterans centers and more than 30 community-based outpatient clinics.
