William Laspina, a member of the U.S. Agency for International Development/Office of Foreign Disaster Assistance, instructs students in the Joint Humanitarian Operations Course hosted by Commander, U.S. 2nd Fleet. Participants in the course included 47 representatives from Navy Operational Logistics Support Center Norfolk, U.S. 2nd Fleet, the Combined Joint Operations from the Sea Center of Excellence, Carrier Strike Group 10, U.S. Fleet Forces Command, the Joint Forces Staff College, and several other organizations from the Hampton Roads area.
