Sgt. 1st Class Mark Maness, a former accountability officer for petroleum at Camp Bondsteel, Kosovo with the Missouri National Guard, receives his award for Tactical Operations Soldier of the Year from Brig. Gen. David Clarkson, the assistant deputy chief of staff of operations for the U.S. Army Materiel Command. Maness received the award for overhauling the fuel accountability operations while in Bondsteel supporting the 10th rotation of Kosovo Force.
