John Kelly, commander of U.S. Southern Command, addresses defense and security leaders from the Caribbean, North America, South America, Central America and Europe Jan. 21 during the start of the 13th annual Caribbean Nations Security Conference (CANSEC) in Nassau, Bahamas.
