Nobuhiko Tsuji, a Shinto priest, leads a prayer during a groundbreaking ceremony on Camp Foster Jan. 15, 2015. The ceremony, called “jichinsai,” was conducted by a Shinto priest. During the ceremony, he asked permission from the earth spirit to build new structures.
