Nobuhiko Tsuji purifies the grounds by throwing shreds of paper during a groundbreaking ceremony on Camp Foster Jan. 15, 2015. Tsuji is a Shinto priest and led the ceremony, called “jichinsai.” It was a blessing to ask permission from the earth spirit to build new structures.
