Capt. Michael Phillips, La Grande, Oregon, commander of Company D, 3rd Battalion, 116th Cavalry Brigade Combat Team, talks about the challenges and opportunities his unit will encounter during an August rotation at the National Training Center. Phillips is also the NTC project officer for the 3rd Battalion. The 116th Cavalry Brigade Combat Team consists of Army National Guard units from Idaho, Montana and Oregon.
