Dan Anninos, Philadelphia, Pa. commander of the U.S. Army Corps of Engineers Gulf Region District, visited the Sadr City R3 Water Treatment Plant and the workers at the location to check on how the plant was functioning. The GRD's mission is to provide engineering and construction management expertise throughout Iraq to assist the Iraqi government with infastructure.
