Maj. Gen. Thomas C. Seamands, commanding general, U.S. Army Human Resources Command, answers questions about the revised NCOER, or Noncommissioned Officer Evaluation Report, while addressing Soldiers at Supreme Headquarters Allied Powers Europe in Mons, Belgium, Aug. 31, 2015. HRC has activated the new DA Form 2166-9 series in the Web-based Evaluation Entry System. Soldiers and raters may begin immediately to prepare 2166-9 in EES at the HRC website, https://www.hrc.army.mil/ - navigate to the Evaluations Branch page.
