NORFOLK (July 1, 2016) Ships berthed at Naval Station Norfolk fly the fourth substitute pennant in honor of Mayor Paul Fraim. Adm. Phil Davidson, commander, U.S. Fleet Forces Command, directed all ships present in Hampton Roads to fly the pennant from colors to sunset July 1 in recognition of the Mayor's 22 years of dedicated service. The fourth substitute pennant was selected as an appropriate tribute to the Mayor as the pennant specifically marks the absence of a civilian official whose flag is flying on that ship. While Mayor Fraim was not formally embarked aboard a ship, the gesture pays tribute to his legacy in Norfolk and to the U.S. Navy fleet in Hampton Roads that will benefit from his leadership and partnership for a great many years to come.
