Joint Readiness Check facility on Baltimore Avenue at Army Support Activity-Dix, Joint Base McGuire-Dix-Lakehurst, was the scene of jubilation April 29, as the officer-in-charge of the JRC was promoted to the rank of captain. Trooper, Pa., resident Capt. Stephen Tolbert received his new insignia from Col. Larry Boyd, deputy commander for mobilization, ASA-Dix, during a ceremony which was attended by his family, friends and co-workers.
