Brig. Gen. William A. Turner, Deputy Commanding General, Ist Infantry Division, presents the flag, which was flown over Division Headquarters on 30 Sep, to Lt. Gen. Perry L. Wiggins, Commanding General, United States Army North/Fifth United States Army during the Victory with Honors and Retirement Ceremony at Fort Riley. Wiggins became the Assistant Division Commander for Maneuver, 1st Inf. Div. on 7 July 2008. He assumed duties as the Acting Commander of the 1st Inf. Div. and Fort Riley on 17 July 2008.
