Col Stephen Quinn, the battalion commander of 3rd Battalion, 321st Field Artillery Regiment, receives the U.S. flag in a brief ceremony marking the transferal of responsibility for Abu Ghraib from the U.S. Army to soldiers of the 1st Iraqi Division. The prison now falls within the jurisdiction of the Iraqi Ministry of Justice.
