Dr. Noel Mkaza, General Manager for Research and Development with the Armaments Corporation of South Africa, presents an ARMSCOR organizational plaque to Matt Warren, at right, U.S. Director for International Armaments and Cooperation at the conclusion of the 2016 Bilateral Defense Committee meeting between U.S. and the Republic of South Africa October 26, 2016, at the New York State Military Museum in Saratoga Springs, N.Y. The senior leaders of the South African National Defense Forces discussed training and exercise opportunities for 2017 during the U.S. and Republic of South Africa. The meeting was hosted by the New York National Guard, a National Guard Bureau state partner with South Africa since 2003. The State Partnership Program (SPP) is a U.S. Department of Defense program managed by the National Guard that links individual U.S. states with partner countries around the world.
