U.S. Air Force Tech. Sgt. Raymond Ibay, Jacksonville Beach, Fla., native, recently arrived in Panjshir Valley, Afghanistan with the Panjshir Provincial Reconstruction Team after completing three months of training. Ibay is stationed at Joint Base Lewis McChord, Wash., and he is the vehicle management superintendent for the PRT supporting Operation ENDURING FREEDOM. PRT’s are designed to improve security, extend the reach of the Afghan government, and facilitate reconstruction.
