The certificate was presented a long with a coin by U.S. Army Lt. Gen. Gary Volesky, commanding officer of I Corps, Perry's sponsor for the award, U.S. Air Force Maj. Gen. Russell L. Mack, JACCE director and by U.S. Army Command Sgt. Major Walter Tagalicud, command sergeant major, I Corps.
