The Maruf District of eastern Kandahar province, as seen here Jan. 14, 2011, is a remote and mountainous district with approximately 50,000 residents. The district’s people are led by District Governor Abdul Samat Durrani. Maruf has no paved roads or hospitals, and few citizens own an automobile, but Durrani has established an ambulance service to transport injured citizens to Kandahar City in the event of a medical emergency.
