HOUSTON — Capt. Van T. Wennen, former commanding officer, Navy Operational Support Center (NOSC) Houston promotes Delwayne Stepney to Yeoman 1st Class during morning quarters July 5 at Ellington Field Joint Reserve Base Houston. Stepney was promoted through the Meritorious Advancement Program (MAP). He is assigned to the administrative department for NOSC Houston. MAP authorizes Commanding Officers (COs) to advance eligible personnel in paygrades E3, E4, and E5 to the next higher paygrade. The program is intended to give COs and the command triad the opportunity to recognize their best Sailors by advancing them when they are ready for the next level of responsibility.
