Coast Guard Rear Admiral David Throop, commander, 13th District, presents Alan Allen the Coast Guard’s Meritorious Public Service Award medal, during a meeting of the Northwest Area Contingency Plan committee meeting in Tacoma, Wash., March 28, 2018.

Allen was honored for his efforts and expertise in response to maritime environmental incidents, including having operational oversight of 376 significant in situ oil pollution burns eliminating an estimated 12.6 million gallons of oil, or 17 percent of the total estimated spilled.
