John Fay, a native of Scarborough, Maine, and commander, Surface Division Eleven (COMSURFACEDIV ELEVEN), speaks to a crowd gathered during the command's establishment ceremony. While the division has been operating as an official command since Mar. 9th, the formal ceremony formally recognizes the new command structure in front of LCS leaders, Sailors and regional supporting personnel.
