Secretary of the Army Dr. Mark T. Esper (left) meets with 2LT Robert C. McCoy (center) and his family just before speaking at a town hall meeting in Carey Theater on Joint Base Lewis McChord November 1st 2018. McCoy is a medical services officer with the 62nd Medical Brigade who was the first on scene to render aid to those injured in the train derailment accident in Dupont WA December 18 2017 and recieved the Soldiers Medal from Dr. Esper during the event.
