Brigadier Gen. Lewis A. Craparotta, the commanding general of 2nd Marine Division (Forward), listens during a meeting with government officials from Helmand province, Afghanistan, in Lashkar Gah, Nov. 28. Craparotta, and Maj. Gen. John A. Toolan, commanding general of Regional Command Southwest and II Marine Expeditionary Force (Forward), traveled from Camp Leatherneck for the meeting to discuss the transition of authority in districts such as Nawa and Nad 'Ali with Governor Gulab Mangal, the provincial governor of Helmand province.
